If you are just looking at these last sentences, it states, "Yes, it does matter."  The fourth answer has nothing to do with the paragraph or these sentences.  While the author may appreciate the range of nutritional options, he does not present information in this paragraph to indicate that, so the third answer is not correct.  That leaves the first and second answer.  When you tie these last sentences with the rest of the paragraph, it doesn't say that the owners are indifferent about providing appropriate nutrition; it just says that they can be overwhelmed by all of the choices, so the second answer would be the best answer here.  The author feels that owners should educate themselves about pet nutrition and the products that are offered.
