The correct answer is <em>A "public schools and recreational facilities".</em> This is set in the VIII Article of Georgia Constitution called Education which discusses public school systems, school  boards and taxation to education. Basically it says that the provision of a correct public education for the citizens is a primary obligation of the state, it must be free and  be provided for by taxation, by cities and towns.
