Solution :

As their slopes are equal i.e. m=4.

So, the equation of lines are parallel.

There is no solution of the equations.

Here's a little tip: Cancel out all of the options that do not have a line crossing the y-axis at positive 4 and a line crossing the y-axis at negative 3. That should narrow down the possible answer choices significantly. 

Also take two points, and use the formula \frac{y^2 - y^1}{x^2 - x^1} to find out the slope. If both of the lines slope are not 4 (hence m = 4 in the equation), then those are not the correct answers. 

Using both of these tactics, you can solve the problem without visible graphing calculator.

I don't know if you were taught it this way, but my math teacher always told us that the rate of change had to be positive.

So you'd say the rate of change is +(-6), not -6.
