No, it does not!
When applying the negative form for "is modern" (est moderne), you put the <em>"ne+pas" </em>around the verb (être in this case.)
<em>For Example:</em>
N'<em>est</em> pas moderne.
Nous ne <em>mangeons</em> pas le pizza.
