First of its kind in PRC's history to have govt and the communist leadership be open to criticism and to the opinions of the public especially opposition thought from intellectuals, students and the like. it's motives are questionable because after such a moment of liberalizing, there ensued a suppression and use of force to remove said outliers and criticizing voices.
