John Locke was an English philosopher who was born in 1632. It seems like Locke realized that a revolution is the right thing when the sovereign is unable to fulfill those obligations. He wrote his Two Treatises of Government in the year 1690. A reason could be the justification of the revolution that took place in 1688 known as the Glorious Revolution.
