  • meeting basic needs of food, shelter, and safety were of primary concern. When the first settlers arrived, not only most of them were weakened by illness or fatigue, but also the supplies they brought were barely enough to last for the first months in this new land.
  • people developed representative leadership. Even though the structures of government may have varied from colony to colony, they all had a strong capacity for self-government and even held local elections. These were the elements that would help fund the U.S. government after independence.
  • People who settled together in groups found it helpful to form colonies. Or at least that was the original plan. Some colonies were designed and funded by joint-stock operations, other by wealthy proprietors. But time and unexpected events threw these plans off. Individual counties and towns took charge of their own affairs, but power was still held by elites.
