Everyone was afraid of what the other one was going to do. The soviets saw that the West had no problems with invasion when it came to the Suez Crisis and they believed that they have nothing to fear from invading Hungary and ending their revolution. This spooked out everyone because nobody was allowed to react out of fear of the other one since they were on the same moral high ground.
