This agenda of largest social reform was laid down by president Lyndon B. Johnson in May 1964, during his speech at the Michigan University.

President Johnson tried to target all of the age group, different ethnic groups etc. The African Americans who were a target from many years, young pre school children and American adults over the age of 65. Reforms were made to benefit all except for the upper middle class Americans.
