William was a known American politician and also a lawyer. His values and ideas were known by promoting Bimetallism across the United States. This was a monetary policy which was money related in a given exchange rate that was fixed. The exchange was commonly done with silver and gold medals.

Harvey also supported demonetization of silver even though it was likely to have a negative value to the economy of the country. Jacksonian held his hand in the last decade of the 19th century.

Harvey supported the idea that the demonetization of silver would have negative effects on the country's economy. This was supported by the People's Party and Democratic Party (Jacksonian Democrats) during the last decade of the 19th century. On the hand, (Lincoln) Republicans supported the idea of exclusively relating the value of money to gold.
