The answer is the third one for the reason that it didnt rise by one percent because if it did then in 2011 it would be a one percent which it is not. it did fall significantly because it not in the negatives like it is in 2009. it didnt stay exactly the same because in 2009 it was at 0.00 percent and in 2011 it was about at 2.0 percent

The blacks decided to boycott the usage of the buses for several months. The boycott was later called off when the Supreme Court pointed out that the segregation was unconstitutional.
