Explanation:

the nine on the outside symbolizes your vertical (y) axis movement. So any number where that nine would be is either up or down. So since it is a positive nine it would go up nine, however if it were to be a negative number it would go down. The number in the parenthesis is a little different because if it is a negative 3 you would go right. anything in parenthesis that is a negative goes right. Now, if something is positive, for example, positive 3 it would go left 3 units. hope this helps
