However, after eleven years of the treaty's signing, Germany was still unable to pay back that sum and was suffering greatly as a result of the economic depression brought on by the 1929 collapse of Wall Street. These reparations were ultimately negotiated down to nothing by 1932, at the height of the economic downturn. The pact granted approximately 25,000 square miles of borderland, including the 7 million Germans who resided there, to France and Belgium as compensation for war damages, but the harm had already been done.

Germans were beginning to lose their patience due to the war debt, the economic downturn that left around 30% of the population without a job, the high unemployment rate, and the loss of land and population. This opened up a place where radical fascists might start to sow discord. Being a proud people, the Germans were drawn to the fascists, especially Adolf Hitler, with his brazen populist rejection of European authority and his vision of unrestricted access to free land and slave labor in Russia. Hitler convened a meeting of some of the most powerful industrialists in 1933 and requested that they provide financial support for his party, claiming that "democracy can no longer support business." He was committed to permanently ending democracy in Germany. More over half of the German people supported the Nazi Party's atrocities by allowing Hitler to rule as dictator.

The rest is history; after setting fire to the German Parliament and attributing the crime to Unionists and Communists, the Nazis imposed a form of martial law that severely curtailed human rights. As soon as possible, the Nazis started detaining or killing their political rivals, establishing a dictatorship in Germany. Hitler soon rearmed the military and invested enormous sums of German tax money in large industry to prepare for war. These investments included new tanks, planes, and submarines—adequate weapons for a peacetime army to defend itself. Hitler was referred to as an economic genius, despite the fact that nothing could be further from the truth, and it gave everyone a job (getting ready for war). Hitler invaded his neighbors in complete disregard for the big powers, who sought to pacify him by giving him the tiny countries he desired once Germany had a strong army once more. When Hitler finally invaded Poland in 1939, the British and French had had enough. It was declared war!

After reconstruction ended, lynch mobs still existed, the KKK ran rampant, poll taxes, literacy test, and other restrictive measures stopped them from gaining any political clout, socially they were still viewed as inferior by many people, and economically they were unable to gain advantageous positions and become monetarily comfortable enough to gain a middle-class identity.
