He accused the German government of sinking any vessel that was in the Atlantic.  Any vessel was fair game even those from countries that were not part of the war.  This made the Americans rethink their policy of isolation.  They later intercepted a telegraph that revealed they would support Mexico if they help Germany.  This led to American entry to World War I.
