In no way it seems possible to argue that one single person can deal with terrorist threat and the consequences of it. Security is always a team effort because it requires a lot of coordinated actions to be effective and its optimization requires an amazingly demanding synergy between the teams responsible for that, since many people are in charge of so many different things that are equally important (intelligence, surveillance, counter-intelligence, swat, and so many other things) to prevent a something terrible.
