The Clifford Constitution of 1922 abolished the Nigerian council of 1914 as it was succeeded by a new legislative council into which Nigerians will be given way to power via electoral principles.
viewing the provisions of Clifford Constitution, the legislative council was constituted of forty-six members of which official members containing the governor and nineteen non-official members out of which fifteen were decided by the governor, ten out of nineteen non-officials were Nigerians. Further, it was discovered that for the category of a male adult who can vote and be voted for must have remained in the country for twelve months and have a total annual income of one hundred pounds per annum.
