I believe the answer is: have the suspected minors laid down their fake identification card and to advice them of what there actions will take them or what would be the consequences of their actions if they have done it again

.

The punishment for minors who use false ID to obtain drinks would most likely be community service. But, the one who created and distributed the fake ID would be subjected to up to 1 year of prison time, which is why they need to question where the underage kids get their IDs.
