It was a secret diplomatic communication between the German Foreign Minister and the German Ambassador to Mexico in 1917 during the WWI. The goal was for Mexico to agree to be the Allies of Germany if the United States entered the war. In return, Mexico would recover Texas, New Mexico, and Arizona.
