Those are typical words that everyone uses to describe femininity. She puts those in quotes as they were being said by a third person.

Hmm, I would have to say that it is the first one. A subordinating conjunction is like a rhetorical question, the sun is out but it isnt warm implying that usually the sun is warm but this time it isn't.
