False. Study groups can be quite organized if everyone is willing to do their part and is actually set on studying. Additionally, "always" is a strong word. Even if study groups could possibly be typically be confusing, that is not always the case. Study groups can be helpful to everyone as each person contributes what they know and that information could prove to very helpful. A good system along with the right people could make the group successful.
