The answer to your question is "Palestine lack a single representative", even though this option is not exactly accurate. Palestina have diplomatic representatives since they have participated in the different agreement meetings with Israel, but Palestina is not recognized as an State by the United States and most of the European Union. This lack of support to the Palestinian representatives is one of the main impediments to reach an agreement betweent Israel and Palestine.
