I think that some states decided not to join the confederacy because they did not want to lose there slaves and they were afraid of what would happen if the slaves were free.

Answer: Reconstruction, as directed by Congress, did not apply to the border states because they never seceded from the Union. They did undergo their own process of readjustment and political realignment after passage of amendments abolishing slavery and granting citizenship and the right to vote to freedmen. So i think they were scared of losing their slaves .
