  • The British Navy was aggressive in the Atlantic Ocean and not ready to spare even the American merchant ships.
  • The patriotic citizens of America were trying to pressurize the government to do something to limit the aggression of the British Navy.
  • But Washington chose not to wage a war against the British once again because the economic policies that were enumerated by Hamilton for the good of the United States included trade with the British.
  • Hence, George Washington decided to send Jay to carry out negotiations and that provoked Jefferson's anger.
