He inherited a feeble economy from his father Charles because they owed a huge amount of debt to other nations. His empire was a very large one which extended to Africa and some Asian countries. His royal funds were generated from the shiploads that arrived from these countries. However, this much money was not enough to meet his financial needs.

To maintain his standing army of about 50,000 soldiers, he had to raise the taxes of his subjects in the Netherlands who were Protestants to achieve this aim. Money was borrowed from the bankers in Germany and Italy and the money obtained from the shiploads was taken abroad to pay the debts.
