The message of his Second Inaugural Address was that to complete the way toward consummation the Civil War was to recuperate the country and make a move towards remaking and reconciliation.  

If the United States would be entire country, it was imperative to fix the harm in the Southern States so as to demonstrate to them that they are part of the Union.
