The feature of epic poetry which this excerpt show is THAT SUPERNATURAL FORCES, SUCH AS GODS OR MONSTERS THAT INTERVENE.
An epic poetry is one which involves supernatural beings who perform supernatural actions, In the excerpt given above, a supernatural being [a personal god] intervene to help an ordinary human who needs help.

The best answer is  supernatural forces, such as gods or monsters, that intervene. 
Much like Odysseus receiving help from Athena and being punished by Poseidon, this epic clearly features power supernatural entities that will play an important role in the development on the plot throughout the epic poem. Lugalbanda has kept the epic moving forward by saving our hero and allowing his adventures to proceed.

The detail "And someone gave little Davy Hutchinson a few pebbles" contributes to the text because it stresses that everyone participates in the lottery, even Mrs Hutchinson's son.

To the people in the story, participating in the lottery is a necessary tradition that will ensure a good harvest. Winning the lottery (although no one really wants to "<em>win</em>") is seen as an honor.

The fact that they have Davy throw pebbles at his own mother proves that the townsfolk want every single person to share culpability for the stoning, even the smallest of children.
