An argument letter should never be bashing the subject, and only acknowledging it without facts and research would be ineffective So yes, the answer is the first one.

A rebuttal that acknowledges the opposition's point and uses clever words to insult it

This is the most ineffective rebuttal since it doesn't actually prove the counterclaim incomplete, incorrect or irrelevant. The rebuttal only uses insults towards the opposition. This does nothing but make the author come across as childish and ignorant. An effective rebuttal should use facts, information, and/or research to show that the counterclaim has no weight in the argument.
