The president approves or disproves bills that are forwarded to him/her by the legislative branch. This was because they could not make a proper decision or it was a 50/50 split between Ye or Nay.

The president can write a bill and then send it to Congress.

The president can veto a bill within 10 days of receiving it.

The president can make suggestions to Congress about laws.

He cannot just sign it and it becomes a law, and he does not do nothing. (these were the other two choices.)

But he does write a bill so that Congress can review it, he can veto it(reject), and he can also make suggestions.
