When you want to add fractions with different denominators-which are the bottom numbers- you have to find the lowest numbers that you can multiply to go into both numbers.  I know that you can multiply 8×3 to get 24.  And that I can multiply 12×2 to get 24.  So 24 would be what we change the denominators to.  

But we can't just change the denominators.  I have to change the numerators, too.  Since I multiplied 8×3, I have to multiply the numerator by 3, also.  3×3=9.  The new fraction is \frac{9}{24}.  

Do the same thing to the other fraction. But we will multiply by 2. 1×2=2.  So now we have \frac{2}{24}.  We can now add.

\frac{9}{24}+\frac{2}{24}  Only add the top numbers.  We have \frac{11}{24}That fraction cannot be reduced, so \frac{11}{24} is the final answer.

If you want to find the other lengths of the sides, all you have to do is take the side you know (10) and subtract it from 28. Then, divide it in half to get 2 longer sides, and divide 10 in half to get the 2 shorter sides.
28-10=18
18/2=9
10/2=5
the lengths of the other sides are 9,9,5 and 5.
