For this situation, the Supreme Court held that Congress has inferred powers gotten from those recorded in Article I, Section 8. The "Fundamental and Proper" Clause enabled Congress to set up a national bank.  

The Supreme Court decided for McCulloch and found that Maryland had meddled with one of Congress' suggested forces.
