Basically the United States aquired Guam and Puerto Rico from Spain and Cuba gained independence(under a heavy US sphere of influence, basically a puppet state). America also agreed to pay spain for these territories. Thankfully this has changed. A group that promotes what this statement should mean, is NAACP. NAACP fights for racial equality and has been since the civil rights movement. This statement, although written by the government, has actually commonly been used against the government. From the beginning of the civil rights movement, people have brought the hypocrisy of this statement to the attention of those in power. It came in handy as a strong argument that ultimately brought the success of the civil rights movement.
