John Hobbes believed that the 'natural state' of men and women was too free. It was necessary for societies to form organisations/governments to maintain certain restrictions and limitations for men and women so that everyone enjoyed equal rights and freedom.

In this way, governments were formed from a state of nature because humans have the tenancy to do both good and bad when too much of freedom is given to them.

Yes, I find this argument compelling because without an organisatinal body, humans would do whatever they want to do. Certain rules and regulations should be maintained so that no one subjugates another individual.
