There are certain laws and regulations which are there for driving the different systems or sectors inside the states or communities. As, there are different races and communities inside the region. While, there are people who put faith over all the other cultural norms, as there are people across the globe and different regions which act in more different sense to certain aspects and norms, like not letting individuals to roam around freely and exploring the streets just because of the fear of those evil forces that are present inside the different societies.
So, parents prohibits there children not roam around freely inside the streets, as it would make them vulnerable to the different factors that can be able to effect the over all development of individuals inside the society.
This passage means that while parents are working, children wanted to go out. The Spanish phrase <em>"que somos bien callejeros"</em> means "stray people". For example, it describes people who enjoys being out in the street. These kids were desperate because they wanted to see their parents.
