Lifting weights is not classified as a cardio workout, it is resistance training for building muscle.

I would say A. Lifting weights. Although lifting weights is good exercise and a great way to build up muscle mass, it’s not really considered a Cardio Exercise.

I'm not certain of what the options are, but hypertension is when one develops a high-blood pressure while exercising, so something like stretching, walking, swimming, and cycling would be beneficial (or anything low in intensity.)
