The type of system of government allows a person to exercise maximum authority over a country and its people is the dictatorial system

the dictatorial system can be defined as an authoritarian political regime maintained by violence of an exceptional and illegitimate nature. It can be led by a person or a group that imposes its project of government on society with the help of force.

These governance systems tend to be fairly centralized. Power is extremely concentrated in the hands of the person or group that governs the state, with little or no openness to political debate. The spaces of communication and deliberation are usually tightly regulated or suppressed. This includes the press, the legislature and judiciary, and political parties, which are often forbidden to exist.

Three main reasons which resulted in the Failure of fourteen points in the Paris peace Conference are Necessity for reparations, Imperial competition and a desire for vengeance against Germany.

The Fourteen Points were a set of guiding ideals for peace, that was to be utilized for ending World War I. President Woodrow Wilson presented these ideas.

In the spring of 1919, 27 countries assembled to discuss this at the Paris Peace Conference.

Wilson’s ideas were seen as an ideal principle, however, were questioned by his principal Allied allies, including Vittorio Orlando of Italy, David Lloyd George of the United Kingdom, and Georges Clemenceau of France as:

Wilson’s illness at the beginning of the Paris peace conference, gave a chance to others, like French Prime Minister Georges Clemenceau, whose ideas were very different from that of Wilsons, They were confident that they could increase their gains from victory beyond what Wilson's strategy permitted.

The United States' closest allies, the British, considered Wilson's goals too ambitious for world peace.

And finally, The Germans outright rejected the Fourteen Points because they still believed they would win the war.
