Pathos would be the best approach to use when arguing or trying to convince a person about reducing the number of students admitted into college.

Pathos is an appeal to emotions and this would work best because there is no need to involve logic which would defeat the purpose because the argument is not logical.

However, with the use of pathos, real or imagined reasons can be given which can appeal to the emotion of a said audience to stir up fear anger, or insecurity.
