Western Civilization as it is known today have been influenced by the Judeo-Christian view which includes the even older Judaic tradition.  Ancient Greek civilization and culture as well as the influence of Ancient Rome also affected Western culture and politics.

All Western political ideas are derived or adopted from Ancient Greece and Rome as they both passed through various stages of governmentality. The work of Aristotle, the <em>Politics</em>, is of great importance as it defined all known forms of government known to his time, and which, to this day, are still relevant. Later, as Christianity —which has an obvious antecedent in the Jewish tradition— spread all throughout the Roman Empire, it influenced political thought by introducing foreign notions in it like guilt, confession, sin, and, more importantly, transcendental notions of right and wrong.

The reasons that totalitarian states arose after WWI are many. The economy of many countries was shattered by the costly conflict (especially Germany, being forced to pay reparations), causing socialist and communist ideas to flourish. The scars on society left by the war allowed for embittered populations to be swayed by good orators that could play to the crowd's emotions; Hitler liked to appeal to a desire for revenge in the German people, for instance. Also, as mentioned before, new ideas spread during the war, many involving government, often causing factions to fight over a country, with one finally coming on top, usually led by a single, charismatic individual.
