socially, the moderate Republican signed several Human rights legislation and enforced the supreme courts ruling in arkansas on school segregation.

The leader however exercised caution and stock piled nuclear arsenals, which he beleved were cheaper to maintain than a huge army. he also financed world dictators such as the shah of Iran as a cautionary measure to check on the spread and domination of  soviet communism sphere.
