Title IX ensures that women are not discriminated against in any program/institution that receives money from the federal government. This is a huge win for the feminist organization of the 1970's, as several important institutions receive funding. This includes colleges and universities.
Besides the academic opportunities available to women through this law, there is also an increase in the amount of women's sports available. This law is still in affect today.

So what is NOT true is that the African (leaders) were involved in any way, but what is true is that their continent was decided upon without their participation.
