Roosevelt in 1941, also more famously referred to as the "Four Freedoms Speech" states the need for the freedom and equality of everyone. In it, he stressed the importance of freedom of speech and religion, which are the wheels of a democratic nation.

The passage given in the question states his belief and readiness to be of help to any democratic nation in its fight against their enemies. He states that America is <em>"putting forth our energies, our resources and our organizing powers to give you the strength to regain and maintain a free world. We shall send you, in ever-increasing numbers, ships, planes, tanks, guns. This is our purpose and our pledge</em>".

This quote shows just how ready he/ the American people/ nation is ready to give a helping hand to anyone in need, for the upholding of democracy. This also suggests the readiness for America to make sacrifices in the name of democracy, stating that she must be prepared to make sacrifices if she is to win the war.
