We have standard form for a line:

ax + by = c

All the parallels will be of the form:

ax + by = some other constant

where that constant is determined by the particular point the parallel passes through.

Here we're asked for a line parallel to 4x+9y=-1 through (1,-7)

4x + 9y = 4(1) + 9(-7) = 4 - 63

Answer: 4x + 9y = -59
