Yet the Lord so upheld these persons, as in this general calamity they were not at all infected either with sickness, or lameness.

The passage is clearly putting up the illness as a function of the divine providence's plan for the people who kept doing their work as judicially as they could and have not been away from what the lord may have inspired them to do.

Hence whatever happens to them is it on the divine and these three lines show the lack of agency of the characters over their own lives specifically by saying that 'Lord willed' thus or it was the 'Lord' that 'upheld the persons' thus concerned.
