The answer is:

A) the Interstate system.

Given the fact that its a full container it is easier and cheaper to transport thru land and using the Interstate system, this way you can trasnport the container from the por to metropolitan atlanta.

The answer would be A. Savannah is in Georgia, and the other methods of travel would be too difficult and illogical for a short trek across the state. Trucking it on the interstate would be the best method.
