The preamble to the Constitution of the United States starts with “WE THE PEOPLE”. The preamble explained in brief, the purpose why the Founding fathers created the federal government. The preamble of the United States constitution has no basis in law as it accords no power to the state and the federal government.

Further Explanation

The federal courts, including the Supreme Court, have never cited the preamble of the constitution and it has been used to decide any case that has to do with constitutional issues.

The preamble to the constitution provides the reason why the US constitution is necessary and also details the goal of the founding fathers when they came up with the idea of creating all the branches of government.

What the phrase “We the people” means is that the constitution contains the vision of the American people and the right given by the constitution is for all the citizens of the United States.

The founding fathers also use the phrase to form a perfect union in a manner the government would know that the power belongs to the people.

The phrase “We the people” also means that the general welfare of the citizens of the United States should be the primary responsibility of the Federal government.

The phrase "we the people" as it relates to the constitution was meant to signal a large-scale inclusiveness of the voting population--meaning that the Founding Fathers wanted to ensure that all eligible (mainly male, white) citizens could have an equal say in government, so that tyranny did not form.
