It all depends what is meant by “America”. Columbus never landed on the future United States or any part of North America. It was during his fourth trip that he landed on America the continent; in the isthmus of what is now known as Central America.

This is what it means to be "protective." It was "protecting" the factories in the North. 
The South particularly disliked these tariffs because they did not have any interest in the North benefiting from their money.
