If there were 13,270 subscriptions last year, and it decreased by 10% this year, then the number of subscriptions would be 11,943. 

You calculate this by doing (13,270 × 90)÷100 = 11,943

We use 90 because that is a decrease of 10% from 100%. (100 - 10 = 90).
