There was a huge anti-war sentiment in the United States since people wanted to remain isolated. When the war began, Roosevelt urged the congress to reconsider some provisions of the earlier Neutrality Act in order to enable him to trade with those involved in the war which would be a disguise for helping the Allies with war materials and equipment.</span>
