I believe that this was a positive change, as it allowed the government to intervene at a time when people desperately needed relief programs and assistance.

This government program provided manual labor jobs to young men in order to help conservation efforts and the development of natural resources in rural areas. This was a positive change as it provided jobs for unemployed people, while at the same time improving the natural ecosystems of the nation.
