48 is bigger than 36, so therefore, Troy does not have enough ribbon.

No he doesn't ahve enough ribbon to go any d the square shaped flag because the square has 4 sides that are each 12 inches long. 12 x 4 is equal to 48. So, the 36 inches of ribbon that he has isn't enough. He needs about 12 more inches.
