Answer:

Analyze the author’s education and professional background.

Explanation:

Whenever you need to analyze the truth of a source, start by researching the author's background and professional experience to make sure the author knows what he is talking about and has the property to discuss about that subject. A person who has no education or professional experience in an area will not be able to give true and reliable information on a subject in that area. It will be easier for him to expose invented facts and false information that does not exist. This will not happen if the author is trained and has experience in that area, because the author will know the subject and give concrete information based on his or her background and experience.

What were the effects of the Civil Service Reform?
dybincka [34]

Answer:

U.S. civil service reform was a major issue in the late 19th century at the national level, and in the early 20th century at the state level. Proponents denounced the distribution of government offices—the "spoils"—by the winners of elections to their supporters as corrupt and inefficient. They demanded nonpartisan scientific methods and credential be used to select civil servants. The five important civil service reforms were the two Tenure of Office Acts of 1820 and 1867, Pendleton Act of 1883, the Hatch Acts (1939 and 1940) and the CSRA of 1978.
